Why is NCTS a lottery

Every year renewal of NCTS turns into a weird lottery, where one day there are no NCT appointments for 3 months in advance, yet, on another day, you can get in same day. Why is that? What’s the logic in the bizarre release schedule? And then they disapper as you book!
